Beacon (RC's Item Request)

RC's ei item request.

Brief Description:
- This item will alternately give the player that holds it at its offhand alternating Haste 1 & Haste 2. The loop will start at Haste 1 and after 10 seconds, it will give the player Haste 2 and after 5 seconds, it will go back to Haste 1 and repeat. If the player stops holding it, the effect will not be erased and will only continue at the next loop once the item is held again at the offhand.
